El 30 de enero de 2015 finaliza el plazo para cumplir la legislación sobre emisiones a la atmósfera (CO2-huella de carbono)

El próximo 30 de enero de 2015 acabará el plazo de adaptación al Real Decreto 100/2011 por el que se actualiza el catálogo de actividades potencialmente contaminadoras de la atmósfera y se establecen las disposiciones básicas para su aplicación. Las sanciones por no cumplir con dichos requisitos oscilan entre los 20.001 y los 200.000 euros. Esta reglamentación divide a las empresas en tres categorías en función de su potencial acción contaminadora, A, B y C, y exige a las empresas de los dos primeros grupos, A y B, que presenten de nuevo la solicitud de autorización de emisiones a la atmósfera, acompañada de un proyecto básico, las fichas de contaminación atmosférica, una declaración de su representante legal y el pago de tasas.

Bimco has said that it supports a report identifying ways to reduce red tape for shipping which will be presented to the International Maritime Organization (IMO) later this week in London. The report comes from the ad hoc steering group for reducing administrative requirements (SG-RAR), set up by the IMO in 2012. The document contains the group's findings and conclusions on the best ways to lessen administrative burdens associated with mandatory IMO conventions and codes.

The Switzerland-based forwarder Kuehne + Nagel now offers its customers exact data for CO2 emission calculating. The global seafreight carbon calculator (GSCC) allows calculations of CO2, SOx and NOx emissions for container and LCL movements from door-to-door and is available on the company's webpage.

La Comisión Europea ha creado un instrumento informático de simulación, denominado Vecto, para medir las emisiones de CO2 de los vehículos pesados nuevos. A través de esta herramienta, la Comisión tiene la intención de presentar propuestas legislativas el próximo año «que obligarán a certificar, notificar y controlar las emisiones de CO2 procedentes de los vehículos pesados nuevos».

The European Union reported that CO2 emissions from heavy-duty vehicles (HDVs) rose by some 36% between 1990 and 2010. Projections indicate that, without policy action, total HDV emissions would still be close to current levels in 2030 and 2050. This is incompatible with the goal of reducing greenhouse gas emissions from transport by around 60% below 1990 levels by 2050.

The plenary of the European Parliament (EP) has adopted its report on the Commission proposal for a monitoring, reporting and verification (MRV) regulation of CO2 emissions for ships calling at EU ports. The EP's environment, public health and food safety (ENVI) committee had previously endorsed the decision of Greek rapporteur MEP Theodoros Skylakakis to extend the scope of the proposal by including smaller ships of 400 GT or above, as well as more types of emissions.

Draft plans to exempt intercontinental flights' greenhouse gas emissions from the EU emissions trading scheme (ETS) until the start of 2017 were rejected by environment committee MEPs on 19 March, even though the plans had been informally agreed with EU ministers. The European parliament as whole will vote on the file on 3 April.

The port authorities of Antwerp (Belgium) and Rotterdam (Netherlands) want to see stricter nitrogen oxides emission standards for new built vessels sailing in the North Sea and English Channel from 1 January 2016. The two ports said they do not support a proposal to postpone this regulation, which has already been agreed upon, by five years. At the beginning of April, the environment committee of the International Maritime Organization (Imo) will discuss this proposal.

Last year several road freight companies joined forces to develop a practical guide to calculate CO2 emissions of road freight transport. The purpose of this guide is to create a common framework and definition for measuring CO2 emissions. This will allow a standardised comparison on the quantity of carbon dioxide emitted during a given road transport service, using primary operational data that is based on the recently published European Standard CEN-EN 16258.

The International Chamber of Shipping (ICS), the worldwide trade association for shipowners, has made a written submission to the United Nations International Maritime Organization (IMO) suggesting a possible way forward with respect to complex discussions about additional global regulations to further reduce CO2 emissions from merchant ships.
